Notice from Diqing Prefecture on Strengthening Epidemic Prevention and Control Measures (No. 4)
Recently, many provinces across the country have experienced local outbreaks, and some areas have seen the spillover of the epidemic. In order to effectively carry out epidemic prevention and control work and firmly maintain the bottom line of preventing large-scale outbreaks, the following notice is issued to strengthen epidemic prevention and control measures.

Recently, many provinces across the country have experienced local outbreaks, and some areas have seen the spread of the epidemic. In order to effectively carry out epidemic prevention and control work and firmly maintain the bottom line of preventing large-scale outbreaks, the following notice is issued to strengthen epidemic prevention and control measures.
1. Starting from today, all individuals entering (returning to) Diqing must undergo "on-site testing". During their stay in Diqing, they must undergo two nucleic acid tests within three days (including the "on-site test", with a 24-hour interval between the two tests).
2. Individuals entering (returning to) Diqing from Tibet must strictly follow the implementation of Notice No. 3. Those who have a travel history in Hainan, Xinjiang, and high-risk areas within the past 7 days, or have intersected with the trajectory of positive cases, must report to their community (village), workplace, or hotel immediately and actively cooperate with local authorities to implement nucleic acid testing, health monitoring, quarantine, and control measures.
3. All individuals leaving Diqing must present a negative nucleic acid test result obtained within 24 hours and have no travel history in Tibet within the past 7 days. Please plan the nucleic acid testing time accordingly. The movement of people between counties (cities) within the state cannot be restricted by the requirement of a negative nucleic acid test result obtained within 24 hours.
4. Public places such as shopping malls, supermarkets, agricultural (market) trade markets, and dining establishments must strictly check health codes, communication big data travel cards, and implement temperature checks, mask-wearing, and social distancing measures as part of the regular epidemic prevention and control.
5. Key places such as airports, passenger stations, hotels (including homestays and inns), tourist attractions, and entertainment venues (KTV, including visits to Tibetan homes, bars, and lounges) must strictly check for a negative nucleic acid test result obtained within 24 hours, in addition to implementing regular epidemic prevention and control measures.
6. Frontline workers in densely populated tourist attractions, tour guides, bus drivers, delivery personnel, and service point staff, as well as those in agricultural (market) trade markets, hotel services, renovation services, transportation services, supermarket staff, cinema staff, key personnel in cultural, sports, tourism, and entertainment, bar staff, and frontline personnel involved in the processing, transportation, storage, and sales of imported cold chain food, among 43 key groups, must strictly follow the testing frequency for nucleic acid sampling to ensure that everyone who should be tested is tested.
7. We urge the general public to closely monitor the domestic epidemic situation and avoid unnecessary travel to high, medium, and low-risk areas. Actively cooperate with various epidemic prevention and control measures, practice personal protection, wear masks scientifically, wash hands frequently, ensure good ventilation, and maintain social distance. If experiencing symptoms such as fever, seek medical attention at the nearest fever clinic promptly, and avoid using public transportation if possible.
8. The three counties (cities) are requested to implement this notice and do not need to issue separate announcements. If any previously issued announcements are inconsistent with this notice, this notice shall prevail. Based on the epidemic situation, the state epidemic prevention and control command will timely and dynamically adjust the prevention and control measures.
